Can You Self-Drive Ngorongoro? The Honest Answer
Yes, and most sites get this wrong in both directions. Three conditions have to hold at once, and one of them is a guide in your car.

The claim you will read, and why it is wrong
A great many pages state flatly that self-drive vehicles cannot descend into the Ngorongoro Crater. That is not what the conservation authority says. The NCAA's published visitor guidelines set out conditions for crater-floor vehicles rather than a prohibition on private ones: four-wheel drive, a tare weight of no more than 3,500 kilograms, an accompanying licensed or official guide, and paid permits. Meet all of those and the descent is open to you. The confusion probably comes from the guide requirement, which does make an unaccompanied descent impossible — but a guide in your own vehicle is a different thing from being forbidden to drive it.
The three conditions, in order of who trips over them
The guide requirement catches the most people, because it is the one that cannot be solved by choosing a different rental: the NCAA requires a licensed guide or an official NCAA guide to accompany all crater visitors, full stop. The weight limit catches the next group, since 3,500 kilograms tare rules out heavier vehicles that would otherwise be ideal. The permit rules catch the third, because they are single entry within 24 hours and must be paid within 24 hours of entry. All three have to hold simultaneously. Failing any one of them is a wasted drive from Arusha.
Outside the crater, the rules relax considerably
The conservation area is 809,440 hectares and the crater floor is roughly 260 square kilometres of it, so most of what you can drive is not subject to the descent rules at all. The NCAA states that vehicles other than four-wheel drives can access the area, and no guide is required for the wider conservation area. That opens up the rim road, the route through to the Serengeti, Olduvai Gorge and the Ndutu plains without the crater-floor restrictions. The authority does advise four-wheel drive during the rains specifically to avoid getting stuck in muddy areas, which is sound rather than legal advice.
The registration question nobody has answered clearly
One genuine ambiguity remains, and we would rather flag it than paper over it. The NCAA requires that all vehicles operating within the conservation area, except private and government vehicles, must be registered company vehicles with a valid TALA licence. Whether a vehicle hired from a rental company counts as private for this purpose is not defined anywhere in the NCAA's published material. Descriptions of hiring a ranger at the gate for a self-drive descent come from self-drive rental operators rather than from the authority. Confirm your own case with the NCAA or the rental firm in writing before you commit.
When a guided safari is simply the better purchase
Even where self-drive is legal, it often is not the sensible choice here. You need a guide in the vehicle for the crater anyway, so a large part of the saving evaporates. Game-viewing at this level is a skill — finding a leopard in a fever tree or reading which direction a lion pride is drifting is not something you improvise. The NCAA notes that hire vehicles for game drives are mostly available in Karatu town rather than at the gate. For most visitors making a once-in-a-lifetime trip, the calculation favours a multi-day guided safari, particularly one that pairs the crater with the Serengeti.
